on the Normandy. Go to the bottom of your ship where half your crew and the Mako are. Talk to the alliance requisition officer.
Or anywhere that sells things i.e. the requisitions officer and weird jellyfish guy on the citadel, pretty much any main planet has a merchant somewhere. When you ask to see what they have press left or right on the LS until you get to the sell screen then tap A repeatedly.

Oh and make sure to type in Mass Effect as well

Like it's hard to get money is Mass Effect...
The guy on your ship is the best bet. You'll eventually have more money than you can spend, cheat or no cheat. Well before the end of the game, I was completely maxed.
When you're at the shop screen press right on the thumbstick and you will switch to the sell section.
Ya that money cheat is completely useless, Money is definitely not a problem in ME.
